                                                 Job Summary

Tax Examiner IV reports directly to Management and supports the Director and Deputy Clerk of Real Estate & Tax Services. The Tax Examiner IV is responsible for various clerical and quality control tasks, including but not limited to, the processing of property tax records, entering tax data into both electronic and hardcopy versions of tax records, updating the status of tax parcels, providing information to customers from the iasWorld database, performing research and tax searches, and ensuring the accuracy of the electronic warrant book and electronic judgment book and other electronic and hard copies of tax records. The Tax Examiner IV also is responsible for the preparation, issuance, and explanation of tax bills. Tax Examiner IV is expected to interact with taxpayers, tax buyers, other county agencies, and municipal officials in the processing and handling of delinquent taxes, tax sales, tax redemptions, and tax deeds.  In addition, the Tax Examiner IV will handle complex research requests.


                                                Essential Job Duties

  • Partner with other CCCO staff to research, analyze, audit, review and prepare consistent RE&TS processes and operating procedures surrounding the Tax Research and Quality Control functions.
  • Process and prepare Cook County tax records and tax bills in compliance with the applicable Illinois statues and county ordinances.
  • Resolve tax research and quality control issues and escalate those matters that cannot be resolved to the Supervisor of the respective departments.
  • Prepare and report tax research and quality control productivity and data metrics as assigned by the management team. 
  • Validate property tax information and tax sale data in both the electronic warrant book and electronic judgment book.
  • Ensure the accuracy of tax data in the judgment books.
  • Create and validate requested tax bills resulting from historical and current year tax information.
  • Handle tax searches, data entry, and tax bill preparation in an efficient and orderly manner.
  • Support the management team with special projects as they arise based on the operational needs of the CCCO.
  • Work as a team member to coordinate and accomplish department operational goals.
  • Assist other Real Estate and Tax Services departments when operational needs arise.
  • Participate in cross training opportunities throughout the Real Estate & Tax Services Division.
  • Collaborate with team members to develop, implement and promote new processes and new uses for technology throughout the Real Estate and Tax Services Division.
  • Assist in the fulfillment of requests for data under the Freedom of Information Act (FOIA).
  • Participate in special projects, system testing and/or documenting new or updated systems, processes, and/or procedures.
  • Attend any seminars or training as assigned by the management team.

                                                             Minimum Qualifications
 

  • High School Diploma or the General Education Development (G.E.D.) Certificate.  
  • Three (3)-years of full-time work experience in customer service or data-entry.
  • Proficient with Microsoft Word, Excel, Access & Outlook.

                                                              Preferred Qualifications
 
  • Associate degree or higher from an accredited college or university, with an emphasis in real estate, business, or related field. 
  •  Five (5) years of full-time work experience in customer service experience or data-entry 
  • Three (3)-years of experience with real estate taxes and tax sales as well as compliance with the applicable Illinois statues and County ordinances regarding property taxes.

                                    Knowledge, Skills, Abilities and Other Characteristics
 
  • Knowledge of the Cook County Mainframe Information System (“MIS”), including but not limited to, researching, processing and preparing real estate tax records requests.
  • Familiarity with Cook County taxing districts, tax codes, property identification numbers and tax maps. 
  • Knowledge of ordinances, regulations and statutes which govern tax sale and tax redemption operations.
  • Excellent verbal and written communications skills.
  • Must be self-directed, innovative and possess a positive attitude.
  • Demonstrate keen attention to detail, accuracy and precision.
  • Analytical and capable of solving issues as they arise. 
  • Skilled researcher, capable of analyzing large sets of data related to a single issue or multiple issues simultaneously.
  • Ability to work independently or as a member of a team.
                                                               Physical Requirements
  • Standing and walking for moderate periods of time, including standing one-two hours consecutively.
  • Ability to sit for at least two (2) hours at a time.
  • Must be able to lift 30 lbs (this is the weight of a Judgment Record).
  • Long periods of time working on a computer requiring vision and typing capability.
