                                                 Job Summary

The Tax Research and Quality Control-Clerk IV reports directly to the Supervisor of the Tax Search and Quality Control Department and supports the Tax Redemption Manager, Director, and Deputy Clerk of Real Estate & Tax Services.  The Clerk IV is responsible for various clerical and quality control tasks, including but not limited to the processing of property tax records, entering tax data into electronic and hardcopy tax records, updating the status of tax parcels, providing information to customers from the MIS mainframe applications, performing research and tax searches, ensuring the accuracy of tax records in both electronic and in the hardcopy applications of the Warrant and Judgment Books, and the preparation, issuance, and explanation of tax bills. The Clerk IV is expected to interact with taxpayers, tax buyers, other county agencies, and municipal officials in the processing and handling of delinquent taxes, tax sales, tax redemptions, and tax deeds.  In addition, handle complex research request.

                                                Essential Job Duties

  • Research and partner with other CCCO staff to analyze, audit, review and prepare consistent RE&TS processes and operating procedures surrounding the Tax Research and Quality Control functions.
  • Collaborate with team members to develop, implement and promote new processes and new uses for technology throughout the Tax Research and Quality Control department.
  • Process and prepare Cook County tax records and tax bills in compliance with the applicable Illinois statues and county ordinances.
  • Resolve tax research and quality control issues and escalate those matters that cannot be resolved to the Supervisor of the Tax Research and Quality Control Department.
  • Prepare and report tax research and quality control productivity and data metrics as assigned by the management team. 
  • Validate property tax information and tax sale data in both the warrant and judgement books.
  • Ensure the accuracy of tax data in the judgement books.
  • Create and validate requested tax bills resulting from historical and current year tax information.
  • Handle in an efficient and orderly manner, the tax search documentation, data entry, and tax bill preparation.
  • Support the management team in more particularize projects as they arise from the operational needs of the CCCO.
  • Work as a team member to coordinate and accomplish department operational goals.
  • Assist other Real Estate and Tax Service departments when operational needs arise.
  • Participate in cross training opportunities throughout the Real Estate & Tax Services Division.
  • Assist in the fulfillment of requests for data under the Freedom of Information Act (FOIA).
  • Participate in special projects, system testing and/or documenting new or updated systems, processes, and/or procedures.
  • Attend any seminars or trainings as assigned by the management team.


Minimum Qualifications
  • High school diploma or General Education Development certification.  
  • Three (3)-years of full-time work experience in customer service or data-input.
  • Proficient in Microsoft Office, Excel, Access & Outlook.
  • Lift 30 lbs. (Judgement Books)
  • Stand minimum of one-two hours consecutively.

Preferred Qualifications
  • Some college courses, associate degree or higher from an accredited college or university, with an emphasis in real estate, business, or related field. 
  •  Five (5) years of customer service experience involving problem-solving, research and customer follow-up. 
  • Three (3)-years of experience with real estate taxes and tax sales as well as compliance with the applicable Illinois statues and County ordinances regarding property taxes.
  • Prior experience with the Cook County Mainframe Information System.

Knowledge, Skills and Abilities
  • Knowledge of the Cook County Mainframe Information System (“MIS”), including but not limited to, researching, processing and preparing real estate tax records requests.
  • Familiarity with Cook County taxing districts, tax codes, property identification numbers and tax maps. 
  • Knowledge of ordinances, regulations and statutes which govern tax sale and tax redemption operations.
  • Excellent verbal and written communications skills.
  • Must be self-directed, innovative and possess a positive attitude.
  • Demonstrate keen attention to detail, accuracy and precision.
  • Analytical and capable of solving issues as they arise. 
  • Skilled researcher, capable of analyzing large sets of data related to a single or multiple issue simultaneously.
  • Ability to work independently or as a member of a team.
